Mikel Recuero Linares
Biography
Mikel is a data protection lawyer and researcher at the Chair in Law and the Human Genome Research Group at the University of the Basque Country (UPV/EHU), where he pursues his PhD. He is also engaged as a legal counsel in the ELSI work packages of two H2020 research projects: EUCANCan (European-Canadian Cancer Network) and EuCanImage (A European Cancer Image Platform Linked to Biological and Health Data for Next-Generation Artificial Intelligence and Precision Medicine in Oncology).
His research focuses on pan-European and international data sharing for scientific research purposes. In particular, his PhD aims to identify the virtues and gaps of the European data protection and governance frameworks regarding the collection, processing and re-use of genetic data and data concerning health, in order to conclude whether these European responses are sufficient to cope with a globalised scientific context. The preliminary results of his research were included in a piece that was awarded the ‘Emilio Aced Data Protection Research Award’ by the Spanish Data Protection Authority in 2019.
He graduated with distinction from the Faculty of Law of University of the Basque Country. Mikel also holds a Master’s Degree in Legal Practice (J.D.) from the University of the Basque Country and a Master of Laws in Data Protection, Telecommunications and Audio-visuals (LL.M.) from the Carlos III University of Madrid. Before joining the academia, he worked in the data protection, IP and ICT law divisions of two law firms, which also gave him a practical and non-academic insight into the research.
