VUB-HALL is proud to announce its involvement in DIGINEXUS, a new Horizon Europe project transforming how law enforcement tackles organized crime. Prof. Paul Quinn and Alp Berkay Soyfidan represented HALL at the project's Kick-off Meeting in Vilnius, Lithuania, on 6 October 2026.
By targeting the hidden digital infrastructure behind criminal networks, this EU-wide initiative equips investigators with the data and tools needed to dismantle malicious supply chains. Together, the consortium will:
- Map the market for criminal digital infrastructure: who provides these services, and how they make money.
- Develop a Dashboard and Toolkit that helps investigators work faster, more safely and in a more consistent way.
- Create a Disruption Framework that turns investigative findings into coordinated legal and regulatory action across borders.
VUB-HALL is the project's legal and ethics partner. It leads Work Package 2, which sets the legal ground rules for the whole project in its first year: what investigators are allowed to do under EU and national law, including the Digital Services Act, NIS2 and sanctions regimes. VUB-HALL also leads the project's ethics and data governance, including the Data Management Plan, and as part of our role we will produce a Disruption Playbook for law enforcement agencies, including an analysis of who is legally responsible when hosting providers, domain registrars or payment services are misused by criminals.
